10 Individuals Nominated For the Data Commissioner’s Position

10 individuals have been nominated for the position of Data Commissioner Office that was recently created. The job for grabs takes effect in July 2020.

These Individuals were picked from 206 applicants according to the Public Service Commission, after the application window closed on 14th April 2020. The commission then shortlisted 10 individuals from the list from which one successful individual will occupy the office of Data Commission begin July 2020.

According to a list shared exclusively with ShopaXo, these individuals will take part in the interview.

The Data Protection Law of 2019

The Data Protection Bill 2019 became law in November 2019. Among the things the law seeks to address is protecting users from online abuse or ensuring people have freedom from their online activities.

The bill, which was signed by the president back in 2018, saw major digital players oppose it as they saw it infringing on their freedoms online.

The law highlights the role of data controllers and processors and the role of the Data Protection Commission.

It is only recently the ICT Cabinet Secretary said that it now time for Kenya to have a Data Protection officer even as more and more Kenyans go online for business, education, or entertainment.

The successful appointee will be responsible for oversight on data processing operations, promoting self-regulation among data controllers, conducting an assessment to ascertain they are processed under the provisions of the act, carry out inspections, promoting international cooperation in matters relating to data protection, and undertaking research on developments in data processing.

Applicants were required to have a Bachelor’s Degree in Law, IT, Data Science, or any other relevant filed and a master’s degree. Moreover, 10years of experience was required in the same field.  

Meanwhile, the commission has asked members of the public to give information on the conduct of the shortlisted individuals.

Association of African Universities, StarTimes Partner to Expand Access to Higher Education

Nairobi, 22nd June 2020. The Association of African Universities (AAU) and digital television operator StarTimes media, have signed a memorandum of understanding (MOU) that will see the two organizations partner towards growing access to University education.

The cooperation seeks to ensure University students have greater access to relevant higher education materials where Association of African Universities will provide educational videos focused on diverse disciplines which will be accessible on the StarTimes ON streaming application at no cost thereby enabling students to grow their knowledge and skills as well as tap into the research outcomes emanating from the continent’s higher education institutions.

AAU, established in 1967 is the apex higher education organization in Africa with a current membership of over 400 institutions of higher learning across all the linguistic and geographic divides in Africa. It established the AAU Television (“AAU TV”) to promote African scholarship and inter-university collaboration through information exchange and promotion of higher education-related issues.

The Secretary General of the Association of African Universities (AAU), Prof. Etienne Ehouan Ehile said, “The partnership with StarTimes comes at an opportune time when access to educational content is in high demand as most educational activities have moved online as a result of the outbreak of COVID-19 and its unprecedented outcomes. AAU is open to partnerships with institutions whose core mandates align with our aspirations.”

StarTimes Vice-President Luis Lu said, “We are honored to launch this partnership with the AAU. Our intention is to leverage on this modern platform to expand access to knowledge via AAU approved content where we will be able to air relevant educational materials by distinguished scholars. This is a milestone for StarTimes and a step forward toward ensuring equal access to all levels of education.”

Since the outbreak of the novel coronavirus (COVID-19), StarTimes has launched several initiatives to support access to education for students forced to stay at home through partnerships with Kenya Institute of Curriculum Development (KICD) and other Kenyan platforms to avail educational content through its mobile platform with a dedicated tab offering hundreds of learning materials for students of all ages.

Through its TV platform, AAU in its capacity as the continental apex of higher education, will promote the quality and relevance of higher education as well as showcase and strengthen the contributions of higher education to the development of the continent.

From this and doing some simple mathematics, it is obvious that the repayment will be more than 12 months. It yet to be seen how customers will take this new advert given that most of the view Lipa Later among online Financial platforms that are unregulated hence exploiting buyers.

Time for Kenya to have a data protection center, says CS Joseph Mucheru

Kenya could soon have a data commissioner and a center if the statement by ICT Cabinet Secretary is anything to go by.

Speaking to the Media, CS Joseph Mucheru said, “Data protection law is already in place. We shall be employing a commissioner in two weeks’ time. Our goal is to protect people’s privacy.”

Already, the Public Service sent out a notice to eligible to apply for the position of the Data Protection Commissioner whose office was created in November last year.

Applicants had until 14th April 2020 to apply. This is the position that the ICT CS was taking about.

Requirements

The successful candidate would be one with the following credentials according to the Public Service Commission. Have a degree in Data Science, Law, Information Technology or any related field and a Master’s Degree. Moreover, applicants must meet chapter six of the constitution of Kenya on leadership and integrity, and have at least 10 years work experience in the same or relevant field.

This individual will be responsible for enforcement of the Data Protection act, oversight on data processing operations, promote self-regulation among data controllers. In addition, s/he will be responsible for conducting assessment to ascertain that they are processed under the provisions of the act, carry out inspections, promote international cooperation in matters relating to data protection and undertake research on developments in data processing. 

The ICT CS was speaking at a time when according to him, parents are struggling with protecting their children online during the COVID-19 pandemic.

Since schools were closed in March due to COVID-19, more and more children are accessing online educational content even as schools prepare to re-open in September 2020.

The successful individual will serve for a period of 6 years and will not be eligible for another term or re-appointment by the ministry.

Best Banks in Kenya 2020; I&M Holding takes top position.

The I&M Holdings took the top position as the best bank in Kenya for the first quarter of 2020. The Co-operative Bank of Kenya came in second.

Compared to the results of the last year, I&M improved from position 2 while Co-operative bank of Kenya improved from position 3. Last year’s top bank, the KCB group came in third.

While releasing results for the first quarter of 2020, Cytonn Financial Services Research Team said, “Kenya’s banking sector showed resilient performance despite the tough operating environment which was largely attributable to persistent revenue diversification.”

“Co-operative Bank of Kenya’s rank improved to Position 2 from Position 3 in FY’2019 mainly due to an improvement in the Gross Non Performing Loans ratio to 10.8 per cent in Quarter one of 2020 from 11.2 per cent in Full Year 2019, in turn, improving its franchise value score,” the report noted.

Co-operative bank makes 3.6 billion profit

The report also noted the Co-operative Bank of Kenya’s growth that despite the slow down in the economy and the banking sector as a result of the coronavirus pandemic, in the first quarter of this year, Co-op Bank posted a profit after tax of Sh. 3.6 billion. This profit came even as profit before tax stood at Sh. 5.1 billion in the first quarter, the same as the profit before tax that the bank recorded in the same period last year.

So far, the Co-operative Bank has given out loans worth Sh. 15 billion in a bid to help customers cope with the effects of the coronavirus pandemic has that has left global economies on the brick of collapse.

In a statement, Co-operative Bank of Kenya said, “The bank has proactively engaged all the customers requiring an interest moratorium period, customers requiring a better structure or longer repayment period, and customers requiring additional funding to manage the coronavirus crisis,” said Co-op Bank in a statement.

Safaricom launches Lipa Na Mpesa App for Businesses

Safaricom today has announced a Lipa na Mpesa app for businesses that will be used by over 170,000 merchants. Named “M-Pesa for Business, this app will be used by business owners to get in real-time statements, export reports, and track their business performance.

Business owners will be able to withdraw funds from Lipa na Mpesa Business smartphone to their individual Mpesa accounts, bank accounts, or at the agent shops. Their businesses can also send money to Mpesa customers for transactions such as paying for supplies and paying wages.

Speaking to the media, Safaricom’s CEO Peter Ndegwa said, “At Safaricom, we are taking a focus on the needs of small and medium businesses to provide them with suitable technology solutions to help them grow. The M-PESA for Business smartphone App is one such solution. It empowers more than 170,000 businesses across the country to send money and make payments and provides them with simple and detailed reports from the convenience of the mobile phone.”
