The Azzurri’s appearance in the final is somewhat of a surprise as they were not considered as one of the top favourites to lift the trophy for just the second time in their history. But victories against the world’s top ranked team, Belgium, and Spain, can leave no doubt that they deserve to be facing England at Wembley in the championship match.

Coach Roberto Mancini has managed to blend the team into a cohesive unit with veterans like Giorgio Chiellini (36 years) and Leonardo Bonucci (34) marshaling the defense, while going forward 23-year old Federico Chiesa and Manuel Locatelli have been impressive.

Helb Loan: Requirements For 1st Time Applicants

First time undergraduate loan application is for students who are applying for the first time while Second & Subsequent Application is for those who are applying for a second, third, fourth time as per the program duration.

The helb loan is eligible to Students enrolled in Government sponsored programs or self-sponsored programs in local public universities or private chartered universities within East Africa and Students in Technical and Vocational Education and Training TVET institutions.

Amounts awarded range between Kshs.40,000 minimum and Kshs.60,000 maximum based on the level of need and attracts interest of 4% p.a. until you attain the age of 18 years you cannot apply for the loan.The loan shall be due for repayment upon completion of studies. A grace period of one fiscal year is provided. A penalty of Kshs.5,000= shall be charged for each month not paid upon expiry of the grace period.

You are eligible for a loan in 2nd year and at any stage or level of your studies if you did not apply in 1st year. If you applied and was awarded a loan in 1st year. It is not automatic that you will get loan in subsequent years. You must apply and submit a loan application for every single year that you desire to be supported by HELB.
You can apply for the loan in your subsequent year if you were not successful in the previous year/1st year and be considered by writing a letter demonstrating your need for consideration for a loan.

What are the repercussions of defaulting HELB loan?

  • You will be charged penalties at the rate of Kshs. 5, 000.00 for every month defaulted.
  • You will additionally be listed as a defaulter with the Credit Reference Bureau (CRB). You will therefore not access loan facilities with any financial institution in Kenya. Additionally, you will not access employment opportunities in the government and major private and publicly listed companies.
  • Your guarantors will be also be pursued and forced to service the HELB loan

Before we get into business, how long does it take to get EACC Clearance Certificate? I get asked this question a lot when someone is applying for an EACC Clearance Certificate for the first time.

To be quite frank, it all depends on you. What do I mean? Since applying for an EACC Clearance Certificate is done in person, the timeframe depends on the urgency.

But to be more precise it may take even a day to get the EACC Clearance Certificate if you have all the necessary documents.

Note: Application for an EACC clearance certificate has to be done in person and no actual certificate is awarded. EACC will provide details of your clearance to the office where the clearance was requested.

How to apply for EACC clearance certificate in Kenya


Step 1 : Fill the EACC Clearance Form.

  • Download the self-declaration form that is in PDF format from the EACC website and print two copies of it.
  • Fill the two forms but leave the last page (OATH & AFFIRMATION / KIAPO NA UTHIBITISHWA) unfilled.
  • Attach photocopies of your National Identity Card (ID) or Passport, your High School Certificate, Degree (if you have one), and KRA PIN Certificate to both copies

Step 2 : Commission the Form

  • Take the two copies with you to a lawyer or advocate.
  • The lawyer will fill the Oath & Affirmation page and ask you to put your signature in his/her presence. After this, the two copies will be stamped on the same page.

Note that this commissioning is not done for free (not unless the lawyer in question is a relative or friend). The cost will ultimately depend on the lawyer/law firm in question however generally speaking it’s between Ksh.200 and Ksh.500.

Step 3: Submit the Commissioned Form


You can submit the commissioned form either to:

  • EACC Office, or
  • Huduma Centre.

On submission you’ll be left with one copy while the other will go to EACC. Use the remaining copy when going to the job interview or where the clearance was requested. EACC will provide details of your clearance to the office where the clearance was requested therefore no certificate is issued.


To submit to an EACC Office, drop the form at the Head EACC Office located at Integrity Centre in Nairobi or at any of the EACC Regional Offices in Mombasa, Kisumu, Nyeri, Eldoret, and Garissa.

It is one of those documents you will have to produce at an interview and have close to your academics certificates.

The requirement to have beneficiaries clearing with HELB is a result of thousands of not paying their loans and therefore almost bringing the commission to its knees. Today the commission is struggling with low government funding coupled with thousands of defaulters that cannot be traced.

How To Apply For The HELB Clearance Certificate.

Where you are a beneficiary or not you will need to go to the HELB Portal and create an account. The steps are as follows:

  1. First, you will need to go to HELB Student Portal and create an account. You will need to do this if you do not have an account. If you already have an account all you need to do is login into your account. You will also have to take this step whether you are a beneficiary or not.
  2. Once you are logged in and have successfully verified your account, you then need to go to the ‘Student Dashboard.’
  3. Next, click on the profile to access the services menu. One there fill the necessary information. The field marked compulsory should be filled. Once done, you are ready to move to the next step.
  4. Now, under the HELB Menu, click to open the “Services” Option. It is here that you will get your HELB clearance certificate. In the list of services if you are following, you can be able to see the Compliance Certificate.
  5. Then click the “Get Certificate” button to access the service.
  6. If you are not a beneficiary, the system will confirm this and you will be able to download the certificate.
  7. If you are a beneficiary, you will be required to pay a processing fee (this is paid via MPESA) and once your books of accounts are clean with HELB, you will be able to download the certificate. Note that it is important to first off all pay all your outstanding loans before applying the Helb clearance certificate.
  8. Next, once you have downloaded the certificate, the last step is to print the document.

Congratulations, you now have your compliance certificate.

Wrapping It Up

The HELB clearance certificate is a document that you may need at one time during your job-hunting endeavors. Note that the certificate is valid for only one year. Once this time is over, you can go back to your account on HELB portal and print a new one.

If in case you lose the document before the year elapsed, you can always locate the document where you saved it or in the “downloads” on your computer and print it.

StarTimes set aside two hundred million being investment for the company’s self-produced channel – Rembo TV following a partnership with over 30 content developers in the country towards the development of the entertainment channel with a key focus on reality television shows targeting the women audience and with a language policy comprising of 60% Kiswahili, 30% English and 10% vernacular.
